The Manhattan Institute conducts research on domestic policy in New York state, with a limited government and private enterprise slant. The Manhattan Institute was founded by William Casey, who went on to be the head of the CIA under President Reagan.

In its own words: "For 25 years, the Manhattan Institute has been an important force in shaping American political culture. We have supported and publicized research on our era's most challenging public policy issues: taxes, welfare, crime, the legal system, urban life, race, education, and many other topics. We have won new respect for market-oriented policies and helped make reform a reality." (from website 3/18/04) The Manhattan Institute funds the Center for Educational Innovation and the Center for Civic Innovation at the same address. It also funds the Center for Legal Policy, which fights class action suits, among other things, and works to discourage so-called "junk science" in the courts.

"No-one doubts that carbon dioxide has increased in the earth's atmosphere profoundly over the last hundred years. Almost everything else, however, is in doubt. Do greenhouse gasses make the earth warmer? It's hard to say because eighty percent of the increase in carbon dioxide in the atmosphere followed, but did not precede the increase in the surface temperature that has been measured over the last hundred years. If it caused the increase in temperature, it's an odd pattern of causality, where the cause follows the effect."
