CAIL's stated purpose is "improving the quality of justice through continuing education to lawyers and law enforcement officials in the United States and throughout the world."

Originally called the Southwestern Legal Foundation, The Center for American and International Law was founded in 1947 by Robert Storey, the Dean of the Southern Methodist University School of Law. There are several "Institutes" within the Center, one of which is the Institute for Energy Law (IEL). ExxonMobil is a "sustaining member" of IEL, as is BP America. IEL's other "supporting members" include ChevronTexaco and ConocoPhillips. Several ExxonMobil attorneys, as well as attorneys for other oil companies, sit on IEL's Advisory Board. Most of the Institute for Energy Law's programs focus on Oil and Gas Law, although it claims to be expanding "to serve not only oil and gas lawyers but lawyers and professionals in all other areas of domestic and international energy law as well." CAIL claims that "Tens of thousands of lawyers and law enforcement officers from all 50 states and 130 countries have participated in programs of The Center."
