Established under the umbrella of the National Legal Center for the Public Interest, The Washington Legal Foundation combines litigation, publication of legal studies, and marketing to promote its conservative, free-market ideals.

WLF's past and present board members include John Ashcroft, Gale Norton, Spencer Abraham, Haley Barbour and Kenneth Starr. WLF's National Board of Advisors consists primarily of conservative US legislators. John Ashcroft has said WLF "is a skilled advocate for the economic rights of private enterprise in the courtroom" (WLF website). Since 1999, WLF has been holding the Economic Freedom Law Clinic at the George Mason University School of Law.
