FACTSHEET: Alan Carlin


PH.D. in Economics from the Massachusetts Institute of Technology
Recently retired senior analyst and manager at EPA

Dr. Carlin has become known for his highly skeptical views on global warming, which he has maintained for more than a decade within the small E.P.A. unit where he works. He has been repeatedly challenged by scientists inside and outside the E.P.A. because he holds a doctorate in economics, not in atmospheric science or climatology; and has never been assigned to work on climate change.

-Carlin received a Ph.D. in economics from Massachusetts Institute of Technology. -Previous Director of the Implementation Research Division of the EPA from 1971 to 1974 -Worked as an economist at the Rand Corporation from 1963 to 1971


Alan Carlin has said that belief in global warming was “more religion than science” and warned that regulating carbon dioxide would be “the worst mistake that E.P.A. has ever made.”

In 2009, the Competitive Enterprise Institute leaked a draft report on endangerment analysis for greenhouse gas emissions under the clean air act. The report was given to the institute by Carlin and EPA coworker John Davidson, both of whom voiced concerns with the data used in the report.

In July of 2009, shortly after the EPA controversy, Carlin appeared on Glen Beck to share figures that demonstrate temperature decreases between 2002 and 2008.

Dr. Carlin’s comments on the endangerment finding were a product of rushed and at times shoddy scholarship, as he acknowledged in an interview with the New York Times.
