Henry I. Miller is a physician specializing in policy research and commentary on biotechnology.

Miller was identified in a March 1994 memo by PR man Neal Cohen as someone who could lend credibility to a new front group his firm, APCO Associates, was planning in Europe. The new organization would be a European counterpart to the U.S.-based (and tobacco industry created) The Advancement of Sound Science Coaltion. Though Miller had no knowledge of his name being brought up in this context, Cohen mentioned Miler as "one example of a key supporter with strong academic and international credentials who might assist us in this project." The new organization would : -Associate anti-industry "scientific" studies with broader questions about government research and regulations. - Link the tobacco issue with other more "politically correct" products. -Have non-industry messengers provide reasons for legislators, business executives and media to view policies drawn from unreliable scientific studies with extreme caution. According to the Hoover Institution, Milller's areas of expertise include "biotechnology, genetic engineering, bioterrorism, government regulation of science and technology, especially pharmaceutical development and biotechnology, and regulatory reform... His work often emphasizes the excessive costs of government regulation and models for regulatory reform." (http://www-hoover.stanford.edu/bios/miller_h.html)
