Schwartz researches the environment (air pollution, vehicle emissions, and chemical risks). He was formerly in charge of the California state agency charged with evaluating the state's vehicle emissions inspection program and making policy recommendations to the governor and the state legislature. Schwartz has also worked at RAND, the South Coast Air Quality Management District, and the Coalition for Clean Air.
