According to PR Watch's Disinfopedia: "The Council for Solid Waste Solutions, sponsored by plastics manufacturers, claims that its purpose is to promote recycling of plastics products. In reality, its mission is to promote public acceptance of plastic products, many of which cannot be economically recycled."
